Sara Valaguzza

She is Professor of Public Economic Law, Public Contracts and Public-Private Partnerships at the University of Milan, Faculty of Law. In 2016 she wrote a book entitled “Sustainable development in public contracts. An example of strategic regulation”, and she now deals with regulatory methods in particular in the field of public contracts, construction law and legal BIM.

She is a founding member and Director of the first Italian Academic Centre of Construction Law, established by the University of Milan, the University of Brescia and the Polytechnic University of Milan. The CCLM – Centre of Construction Law and Management is now the most qualified Italian subject to carry out researches on construction law and to be the interlocutor of the Italian institutions and of the foreign academic world.

She is the delegate of the University of Milan coordinating and managing the adaptation of the standard multilateral contract FAC-1 to the Italian legal framework.

As Director of the CCLM she is responsible of a new project focused on the creation of the first Italian model of collaborative contract, which has been requested by ANCE – Associazione Nazionale Costruttori Edili.

She is founding member and President of the European Association of Public-Private Partnership, an international association that gathers members from both the academic and professional worlds coming from six different European countries. In June 2018 she will be in charge of the panel on public-private partnership at the conference of the International Institution of Administrative Sciences.

Enrolled in the bar association, she is registered to practice law in front of the higher jurisdictions. As an attorney, she provides legal advice and assistance in litigation to public entities and companies and also to leading private enterprises, on the topics of construction, public procurement, PPPS, project finance, building and town-planning, environment and energy. In 2016, She obtained the Deal of the year award from Legal Community for assisting the Municipality of Milan in the concession in project financing of the subway line 4.

In 2017 she was a member of the Committee for the Bar examination at the Court of Appeal of Milan.
